THE UNIVERSITY OF COLORADO PROPOSES A COMPREHENSIVE, INNOVATIVE, AND FLEXIBLE RESEARCH PROGRAM TO ACHIEVE NOAAS VISION AND GOALS, WITH A FOCUS ON EARTH SYSTEM RESEARCH AND DATA SCIENCE. THE COOPERATIVE INSTITUTE WILL EMPLOY WORLD-CLASS RESEARCHERS TO CONDUCT SCIENCE IN SERVICE TO SOCIETY AND IN PARTNERSHIP WITH NOAA. THE COOPERATIVE INSTITUTE WILL BE SUPPORTED BY A ROBUST INFRASTRUCTURE COMMITTED TO EQUITY, EDUCATION, AND OUTREACH. THE COOPERATIVE INSTITUTE PROPOSES TO ADDRESS THE FOLLOWING THEMES OVER THE COURSE OF THIS 5-YEAR AWARD: 1) FUTURE ATMOSPHERE, 2) CLIMATE SCIENCE AND PREDICTION, 3) EARTH SYSTEM DATA SCIENCE, STEWARDSHIP, AND APPLICATIONS, 4) REGIONAL SCIENCE AND APPLICATIONS, 5) SCIENTIFIC OUTREACH, EDUC | $230,839,958 |
| Department of Commerce | PURPOSE: THE PURPOSE OF THIS AWARD IS TO SUPPORT ACTIVITIES OF JILA, THE NIST-UNIVERSITY OF COLORADO BOULDER (UCB) JOINT RESEARCH INSTITUTE. JILA CONDUCTS RESEARCH TO ADVANCE UNDERSTANDING OF QUANTUM PHYSICS THAT PROVIDES THE FOUNDATION FOR QUANTUM-ENHANCED PRECISION MEASUREMENT, QUANTUM COMPUTATION AND SIMULATION, AND QUANTUM NETWORKING, FOR APPLICATIONS IN CHEMISTRY, BIOLOGY, AND DIVERSE ASPECTS OF FUNDAMENTAL PHYSICS. UCB PERSONNEL WILL PERFORM THIS RESEARCH IN CLOSE COLLABORATION WITH STAFF MEMBERS OF THE NIST PHYSICAL MEASUREMENT LABORATORY (PML) WHO ARE ENGAGED AS JILA FELLOWS. ACTIVITIES TO BE PERFORMED: RESEARCH ACTIVITIES WILL BE PERFORMED IN THE AREAS OF QUANTUM INFORMATION SCIENCE AND TECHNOLOGY; ATOMIC, MOLECULAR, AND OPTICAL PHYSICS; MANY-BODY QUANTUM PHYSICS; NANOSCIENCE; CHEMICAL PHYSICS; AND BIOPHYSICS. ACTIVITIES WILL INCLUDE, FOR EXAMPLE, EXPERIMENTAL INVESTIGATIONS OF FUNDAMENTAL QUANTUM SYSTEMS, DEVELOPMENT OF MEASUREMENT TECHNIQUES THAT EXPLOIT QUANTUM BEHAVIOR, AND DEVELOPMENT OF PRECISION MEASUREMENT TOOLS. JILA WILL CONTINUE PROGRAMS TO SUPPORT PRESTIGIOUS FELLOWSHIPS FOR THE ?BEST AND BRIGHTEST? GRADUATE STUDENTS AND POST-DOCTORAL ASSOCIATES AVAILABLE GLOBALLY. JILA WILL ALSO MAINTAIN SEMINARS WITH SPEAKERS OF INTERNATIONAL REPUTATION, AND WILL CONTINUE A ROBUST VISITING FELLOWS PROGRAM TO BRING INTERNATIONALLY RECOGNIZED LEADERS IN QUANTUM SCIENCE TO UCB. EXPECTED OUTCOMES: JILA RESEARCH RESULTS WILL ADVANCE UNDERSTANDING IN THE AREAS OF FUNDAMENTAL QUANTUM PHYSICS, AND QUANTUM INFORMATION SCIENCE AND TECHNOLOGY. IT WILL PROVIDE FOR IMPROVEMENTS TO PRECISION MEASUREMENTS ACROSS A BROAD RANGE OF APPLICATIONS IN PHYSICS, CHEMISTRY, AND BIOLOGY. A PARTICULAR OUTCOME WILL BE IMPROVED MEASUREMENT OF FUNDAMENTAL CONSTANTS THAT HELP TO TEST FUNDAMENTAL PHYSICAL THEORIES AND THEIR LIMITATIONS. INTENDED BENEFICIARIES: JILA RESEARCH WILL PROVIDE INNOVATIONS THAT SUPPORT ON-GOING GROWTH OF QUANTUM INDUSTRIES AND THE ASSOCIATED SUPPLY CHAINS. FOR EXAMPLE, THOSE DEVELOPING QUANTUM COMPUTERS WITH CAPABILITIES FAR EXCEEDING EVEN THE WORLD'S BEST EXISTING SUPERCOMPUTERS. JILA RESEARCH WILL SUPPORT THE QUANTUM PHYSICS RESEARCH ECOSYSTEM WITH IMPROVED TECHNIQUES, TOOLS, AND ADVANCED KNOWLEDGE. | Department of Justice | A MULTIDISCIPLINARY TEAM OF SOCIOLOGISTS, PSYCHOLOGISTS, AND SCHOOL PRACTITIONERS WITH STRONG BACKGROUNDS IN RESEARCH AND EVALUATION WILL LEAD THE PROJECT: LEARNING FROM AN IMPLEMENTATION AND OUTCOME EVALUATION OF THE COLORADO THREAT ASSESSMENT AND MANAGEMENT PROTOCOL (CTAMP). THE CTAMP IS WIDELY USED IN 118 SCHOOL DISTRICTS IN COLORADO AND HAS NOT BEEN RIGOROUSLY EVALUATED. THE PROJECT HAS THREE GOALS: (1) CONDUCT AN IMPLEMENTATION AND PROCESS EVALUATION OF THE CTAMP, (2) EXAMINE THE EFFECTS OF THE CTAMP ON OUTCOMES FOR K-12 STAFF, STUDENTS, AND SCHOOLS, AND (3) TRANSLATE AND DISSEMINATE PROJECT FINDINGS TO EDUCATORS, LEADERS, RESEARCHERS, AND POLICYMAKERS TO IMPROVE SCHOOL SAFETY. THE GOALS, OBJECTIVES, AND RESEARCH QUESTIONS WERE DEVELOPED USING A PARTICIPATORY ACTION RESEARCH APPROACH WITH PARTNERS FROM THE PARTICIPATING SCHOOL DISTRICT, THE STATES OFFICE OF SCHOOL SAFETY, AND EXTERNAL EVALUATORS. TO ACHIEVE GOAL 1, RESEARCHERS WILL CONDUCT CASE REVIEWS (OBJ. 1.1), PRE, POST AND FOLLOW-UP SURVEYS OF CTAMP TRAINEES (OBJ. 1.2.) AND FOCUS GROUPS WITH TRAINEES (OBJ. 1.3). THESE OBJECTIVES WILL ANSWER THE FOLLOWING RESEARCH QUESTIONS: TO WHAT EXTENT IS THE CTAMP IMPLEMENTED WITH FIDELITY? TO WHAT EXTENT IS THE CTAMP TRAINING ASSOCIATED WITH IMPROVED KNOWLEDGE, ATTITUDES, AND CONFIDENCE IN CONDUCTING THREAT ASSESSMENTS AMONG TRAINEES? WHAT ARE THE CTAMP IMPLEMENTATION STRENGTHS, CHALLENGES, AND BARRIERS? GOAL 2 WILL BE ACHIEVED USING A RIGOROUS EVALUATION TO EXAMINE THE EFFECTIVENESS OF THE CTAMP FOR THREAT ASSESSMENT TEAMS AND STUDENTS IN SCHOOLS RANDOMIZED TO RECEIVE THE CTAMP COMPARED TO SCHOOLS RANDOMIZED TO IMPLEMENT THE CTAMP LATER (OBJ. 2.1). DISPARITY ANALYSIS WILL BE CONDUCTED OF THREAT ASSESSMENT PRACTICES TO EXAMINE IF PRACTICES VARY BY SCHOOL CHARACTERISTICS AND STUDENT SUBGROUPS (OBJ.2.2). TO ACHIEVE GOAL 3, THE TEAM WILL TRANSLATE, CO-DEVELOP, AND DISSEMINATE PROJECT FINDINGS TO EDUCATORS, LEADERS, RESEARCHERS, AND POLICY MAKERS (OBJ. 3.1). THE TEAM WILL LEVERAGE THEIR EXISTING NETWORKS TO DISSEMINATE FINDINGS AT THE SCHOOL, DISTRICT, STATE, REGIONAL AND NATIONAL LEVELS THROUGH INFOGRAPHICS, PODCASTS, WEBINARS, BRIEFS, CONFERENCE PRESENTATIONS, AND PEER-REVIEWED JOURNALS (OBJ.3.2). THE SCIENTIFIC ADVANCES AND OUR PAR APPROACH WILL CONTRIBUTE TO UNDERSTANDING CRITICAL GAPS IN THE BTAM RESEARCH INCLUDING THE RELIABILITY AND VALIDITY OF BTAM PROCEDURES AND THE IMPACT AND EFFECTIVENESS OF THESE PROCEDURES ON SCHOOL SAFETY AND STUDENT OUTCOMES USING AN EXTERNAL EVALUATOR.
